The order noted that according to the first category, in other words, 82,700 people should be sentenced to be shot, and 193,000 people - to long terms of imprisonment. The norm for Azerbaijan was established in accordance with the resolution of the Politburo of the Central Committee of the CPSU (b) of July 10, 1937.
Keeping in secret all the circumstances of arrests, convictions and incidents in the execution of extrajudicial sentences, Azerbaijan condones the criminals and does not give hope for the termination of such state actions in the future.
Eldar Zeynalov:
"The law has such a provision that" in exceptional cases, in the interests of the state and the people, "they can classify the repressed people's cases after the expiration of the deadline so that they "do not disclose the methods of operative investigation "and" not violate the rights of people who collaborated with bodies".
